Winslow, ME 10/13/2021 - Town of Winslow Manager Erica LaCroix is hosting a series of events entitled “Coffee with the Manager” to discuss issues and ideas that are important to residents and community members during an exciting time of new business growth, development opportunities, and regional entrepreneurship activities. Providing a forum for feedback and supporting future area planning initiatives, with the backdrop of current and forthcoming historical federal funding opportunities, Winslow is poised to continue its trend of resilience and growth.
Within a casual yet collegial setting, the overarching goal of the series is to evaluate how the Town of Winslow can more effectively support local businesses and community members to enact meaningful municipal change and prepare for current and forthcoming federal funding opportunities. Discussion topics will include but are not limited to: education, workforce development, business development, waterfront planning, infrastructure, and general municipal efforts.
“Hearing their stories and building relationships with the community will provide the Town of Winslow with the opportunity to continue to get to know its residents, learn what the community is passionate about, and breathe life into new and existing strategic projects,” LaCroix explains. “I look forward to having the opportunity to engage thoughtfully with residents to create tangible and positive change.”
LaCroix looks to promote intentional engagement with the community and local businesses, producing short- and long-term goals aligned with the needs of the municipality. Giving residents the opportunity to talk about placemaking initiatives and growing the urban core along the waterfront, “Coffee with the Manager” will provide a forum for open discussion and ideation, empowering community members to impart feedback on the issues that matter most.
“Public participation and input lay the groundwork for impactful municipal projects and sustainable economic development initiatives,” states Sabrina Jandreau, development coordinator at Central Maine Growth Council (CMGC). “Winslow’s businesses and residents understand the importance of stimulating local economic growth and cultivating the conditions for positive change, and “Coffee with the Manager” invites residents and interested parties to invest in the future of the town.”

The Town Council will hold a Special Meeting on August 4, 2021 at 1 p.m. to vote on removing the Maple Ridge property identified on Tax Map 3, lots 3, 8-H and 8-1 from the Maine Farmland Trust requirement included in the sale approved by Council Order 01-2021 on February 8, 2021. NOTE, this property is not presently part of the Maine Farmland Trust. This vote is not to remove the property from the Trust, but to remove the requirement to put it in the Trust as a condition of sale. The purchaser still wishes to maintain the property as farmland and outdoor recreational property, but no longer wishes to pursue the Farmland Trust Easement. Council will vote as to whether to allow the sale to go forward without the MFT Easement.
The meeting will be held in the Parks and Recreation facility behind the Town Office next to the Police Department and will be broadcast on FaceBook Live via Zoom. Public comment may be delivered in person or by emailing townofwinslow@townofwinslow-me.gov no later than noon on August 4. Comments must adhere to a two minute time limit.

The Town of Winslow has recently become aware of the proposed amendment to the Kennebec River Management Plan. We have been following the issue closely, and we have some very serious concerns about the effect this rulemaking would have upon our community.
The Town of Winslow has two of the four dams that would be most immediately affected within our jurisdiction. Those are the Lockwood and Kennebec Hydro facilities. These two dams represent $642,526 in annual tax revenue, equating to 1 mil in property taxes. In addition to the potential impact to our taxpayers, local residents are employed by both the dams and other large businesses that rely upon the water features resulting from the dams. Local contractors supply the goods and services utilized by these entities. There is a very real potential for an economic ripple effect throughout the community should these dams be decommissioned. To quote our hydro appraiser, Bill vanTuinen, “From the point of view of a municipal base, it is a matter of concern.”
Further concerns stem from the potential impacts to properties that line the Kennebec. There are numerous businesses along Bay Street, Lithgow Street and Route 201 that could be subject to flooding and erosion or sedimentation issues.
In 2008 when the Ft. Halifax dam on the Sebasticook River was removed both fiscal and property impacts were significant. Six homes on Dallaire Street had to be condemned when the slope they sat upon became unstable. Graves needed to be relocated from the slope of the historic cemetery that abuts the Sebasticook. An existing sewer line that ran across the river had to be replaced when receding water levels exposed it, and a bridge had to be replaced when its abutments became unstable. The total cost to the Town, not including lost tax revenue, was calculated at $1.1 Million. This does not even account for countless numbers of mussels, clams, snails, and other aquatic life forms that were destroyed when the impoundment was drained, or the loss of a four-season recreation area that was destroyed.
Should similar effects be experienced along the Kennebec shoreline the price tag would easily escalate into the multi-million-dollar range. Most of the properties along Bay Street are commercial, and that slope is already showing signs of erosion. Should further erosion destabilize that slope businesses could be forced to relocate or close their doors, causing a further ripple effect through the local economy.
These concerns were raised during the question-and-answer period at the March 15, 2021 Public Hearing. When asked about impacts to municipal budgets and property owners Director of Sea Run Fisheries Sean Ledwin’s response was that no fiscal or property impact studies had been done. When asked if there would be aid to communities that were negatively impacted by dam removal it was stated that there is no such plan at this time. These are questions that must be answered.
The MDMR has made several statements regarding this amendment that we find somewhat disingenuous. The first is that there will be no fiscal impact to the communities where the dams reside. The second is that any revenue lost by decommissioning the dams would be replaced by increased tourism and waterfront development. The third, and most improbable, is that this amendment has nothing to do with the decommissioning of any dams along the Kennebec River.
The idea that any fiscal impacts would be outweighed by an influx of waterfront investment, tourism and a riverfront community boom are optimistic to say the least. The Kennebec Waterfront in Winslow is limited in terms of recreational development. Fort Halifax Park is the only community space along that stretch, and it stands to be further diminished should the upriver dams be removed. Tourism is not likely to increase given that the waters immediately below the Lockwood dam are already a haven for sport fishermen, and those fishing grounds will be largely erased. If there was a tourism boom it is the State that would reap those benefits in the form of sales and luxury taxes. Our community would only benefit to the extent that there would be a small increase in local revenue sharing.
To say that this amendment has nothing to do with dam removal is true only in the technical sense. The stringent requirements that would be placed on the dams to pass a minimum of 70 to 99% of the fish is a burden that they will not be able to meet, and they will lose their licenses to operate at renewal. Director Ledwin stated during the Public Hearing that dam removal needs to become a big part of the equation as it is the most effective and assured way to pass fish.
We all value the native diadromous fish that navigate the Kennebec, and none of us favor extinction as an acceptable cost of doing business. However, this amendment neglects to recognize potential negative fiscal outcomes and ignores probable impacts to area businesses, residents, and municipal governments. Likewise, there has been no review of fiscal impacts, including those related to loss of municipal tax revenues and industry cost increases as a result of dam decommissioning and removal. It should also be noted that the proposal would remove a significant source of clean, cheap energy which benefits the environment for all species, including these fish. We believe that more study needs to be undertaken before an amendment of this far-reaching impact is approved.
